장애인 흡연에 관한 종단 연구

Abstract

흡연이 건강에 주는 심대한 영향에도 불구하고 장애인의 흡연에 관한 연구는 미천한 실정이며, 이러한 연구 부족을 메우기 위해, 흡연의 가격탄력성과 소득탄력성을 추정하였다. 이를 위해 장애인고용패널 1차 웨이브 4차부터 8차 년도 조사를 집합수준의 자료로 구성하여 분석하였으며, 사례수의 한계로 인해 개인수준의 종단 자료 또한 분석하였다. 분석 기법으로는 도구변수 1차 차분 모형과 Arellano와 Bond가 제안한 generalized method of moments 추정법을 비롯한 여러 패널 자료 분석 기법을 활용하였다. 연구 결과 집합수준의 자료를 살펴보면 장애인의 흡연율은 비장애인과 유사한 수준이거나 1%에서 2% 포인트 낮은 수준이었으며 가격탄력성은 조금 더 탄력적이었다. 모형과 추정방법 그리고 자료 형태에 따라 차이를 보였으나, 가격탄력성은 2015년 기준 –0.083에서 –0.271을 기록하였다. 이는 2015년의 담배가격이 두 배로 상승하게 되면, 당시 흡연율을 100%로 놓았을 때 8.5%에서 27.1% 포인트 하락할 것이라는 예측이다. 개인소득 탄력성과 가구소득 탄력성은 통계적으로 유의미하지 않았다. 이러한 발견은 적절한 가격정책을 통해 장애인의 흡연율을 하락시킴으로 건강을 증진시킬 수 있을 수 있다는 것이지만 이러한 정책을 추진할 시에는 조세의 역진성을 고려해야 한다.

Despite harmful impacts of cigarette smoking on health, little has been known about cigarette smoking among people with disabilities. To bridge the gap, we estimated price and income elasticity of smoking rates among people with disabilities. Drawing on data from the Panel Survey of Employment for the Disabled 4th to 8th waves, we created an aggregate time-series dataset and a panel dataset to fit to various econometric panel data models such as the two-stage least-squares first-differenced estimator and Arellano & Bond’s generalized method of moments estimator. The aggregate data revealed that smoking prevalence among people with disabilities was similar with that among people without disabilities. Price elasticities among people with disabilities ranged from -0.083 to -0.271 depending on data and statistical models. Income elasticities were not statistically significant. Price increase can be an effective tool to reduce smoking prevalence but other factors such as the regressivity of the increase should be considered in the public policy making decision.
