dc.description.abstract	네덜란드는 고령 인구 증가, 장기요양 비용 증가 등으로 인해 기존 장기요양보험인 특별의료비보장제도(AWBZ)를 건강보험법(ZVW), 장기요양보험법(WLZ), 사회지원법(WMO), 청소년법(Jeugdwet)으로 개편하는 'WMO 2015)' 개혁을 실시하였다. 이 개혁의 핵심 내용은 기존의 노인 돌봄 체계를 지역사회 중심 체계로 전환해 지역정부가 지역 거주 노인의 요양 및 복지서비스 필요도를 평가하고 이를 근거로 관련된 서비스를 제공함으로써 노인을 자신이 거주하고 있는 지역에서 돌볼 수 있도록 하는 것이다. 또한 네덜란드에서 100년 전부터 있었던 '가정간호'를 부활시킴으로써 노인이 거주지 지역에서 간호서비스를 이용할 수 있도록 하였다. 2015년 개혁 이후 네덜란드 노인은 지역에서 통합적으로 제공되는 요양, 간호, 사회서비스 등을 자택(또는 지역사회 노인주택)에서 이용하며 생활할 수 있게 되었다. 네덜란드의 이와 같은 개혁은 효율적인 서비스 전달을 위해 노인 돌봄 체계를 지역사회 중심 체계로 개편하고, 의료-요양-사회서비스 간 역할을 명확하게 구분하며, 가족, 이웃 등 비공식 인력을 적극 활용한다는 측면에서 우리나라의 노인 돌봄 체계 개편에 시사하는 바가 크다.
