초록: 본 연구는 수급의 탈피와 지속, 수급의 선택과 포기는 복지의존성 주장과 같이 개인의 도덕적 문제가 아니고 오히려 자활사업 참여자들이 자신의 환경과 상황을 고려한 합리적인 전략적 판단과 선택의 문제라는 문제의식에서 출발하였다. 본 연구의 초점은 수급과 자활사업 참여 과정에서 참여자들에게 수급과 탈수급의 의미와 태도를 살펴보고 탈수급 과정에서 참여자가 어떠한 전략적 선택을 하는지, 전략적 선택을 할 때 고려하는 요소와 선택과정에서의 주관적 인식과 경험이 무엇인지에 있다. 분석결과, 자활사업 참여자에게 수급과 자활사업 참여는 빈곤해진 삶에서 자신과 가구 여건을 고려한 최선의 선택이었고, 그 과정에서 자활사업 참여자들은 부분적인 선택의 주체가 될 뿐이었다. 그리고 자활사업 참여자들은 자활사업 참여를 통해 여러 측면에서 긍정적인 경험을 통해 탈수급 과정을 밟는 것으로 나타났으며, 그 과정에서 자활사업 참여자들은 자신의 상황 인식을 근거로 합리적인 선택을 하는 것으로 드러났다. 이 때 이들의 선택은 경제적인 유인과 더불어 심리정서적인 요인과 미래에 대한 기대 등이 복합적으로 작용한 결과라 할 수 있다.

This study is based on the perspective that the series of process of the welfare entry and exit and the participation in the self-sufficiency programs are rational and strategic judgments and choices considering their situations rather than individual moral hazard or welfare dependency. This study examines the cognition and attitudes of welfare among welfare beneficiaries, and their behaviors and strategics for welfare exit. The results show that the welfare entry is the best but hesitating choice to welfare recipients, and they are passive agents in the process of welfare entry. And welfare beneficiaries have experienced the affirmative changes for welfare exit and rationally acted depending on their strategic judgements. Then, their behaviors are resulted from the emotional and psychological aspects and the expectancy to the future not to mention the economic merits.
