| dc.description.abstract | 장애노인은 장애와 노화라는 이중고를 경험하고 있는 대상이며, 장애노인이라는 개념 안에서도 노화로 인한 장애와 고령화된 장애라는 상이한 특성의 집단으로 구분될 수 있다. 그러나 현재의 제도는 장애인이만 65세가 되면 장애인활동지원 대상자에서 노인장기요양보험제도 대상자로 전환되는 구조이다. 이는 장애와 노화라는 상이한 두 가지 측면에 대한 고려 없이 노인이라는 하나의 관점으로 대상자를 분류하는 것이며, 대상자의 선택권과 개별 욕구를 반영하지 못한 것이라 볼 수 있다. 이에 본고에서는 노인장기요양보험제도와 장애인활동지원제도에 대한 검토를 통하여 장애노인의 돌봄체계 개편을 위한 정책과제를 도출하였다. |
