유엔의 지속가능발전목표 측면에서 본 우리나라 보건복지 지표의 현황과 과제 = The Current State and Challenges of Social and Welfare Statistics in Korea from the Perspective of UN’s SDGs

| dc.description.abstract | 유엔은 경제성장뿐만 아니라 평등사회를 구현하고자 2016년부터 2030년까지 국제사회 공동의 지속 가능발전목표(SDGs)를 추진하고 있다. 보건복지 분야의 목표로는 빈곤 종결, 양성평등, 양질의 일자리와 고용 보장, 불평등 해소 그리고 건강 보장과 복지 증진 등이다. 지표는 40개(보건 23개, 복지 17개)로 구성되어 있으며 이 중 ‘이미 목표를 달성한 지표’는 모성 사망비, 유아 사망률, 건강보험 가입률 등이다. ‘많은 노력이 요구되는 지표’는 결핵 발병 건수, 남녀 평균 임금 차이, 소득 하위 40% 인구의 소득성장률 등이다. 또한 ‘목표를 제시하지 않아 수준 파악을 못 하는 지표’는 B형 간염 발병 건수, 알코올 소비량, 불충분시설거주 도시 인구 비율 등이며, 앞으로 2030년까지 ‘현 수준의 3분의 1 감소’를 해야 하는 지표는 암, 당뇨, 자살로 인한 사망률, ‘현 수준에서 절반 이하로 감소’를 해야 하는 지표는 빈곤층 인구 비율이다. 앞으로 이미 달성한 목표에 대해서는 우리 여건에 맞는 새로운 목표를 설정하여 국민의 삶을 향상시키고 목표를 달성하지 못한 부문은 달성할 수 있도록 예방, 개선 정책이 요구된다 |
