| dc.description.abstract | 본 연구는 이용자 중심 사회서비스 공급의 이념에 따라 최근 논의되고 있는 통합 바우처 정책에 경험적 함의를 제공하기 위해 수행되었다. 경험적 자료의 수집을 위해 사회서비스 통합 바우처 시범사업에 참여하여 실무를 담당하였던 열 명의 서비스 제공기관 담당자들을 지역에 따라 두 집단으로 나누어 초점집단면접(FGI)를 시행하였다. 주제 분석에 따라 도출된 개념들을 범주화한 결과는 첫째, 공급자의 준비 및 인식, 둘째, 이용자의 선택 도식 변화에 대한 공급자의 대응, 셋째, 이용자의 행태에 대한 공급자의 의식, 넷째, 제공기관의 공급 도식에 대한 자체 평가 및 제언 등 네 개의 주제로 구분되었다. 구체적으로는 신규 정책의 도입 시 체계성과 제공기관에 대한 배려가 필요하다는 점뿐 아니라, 이용자 선택권 강화로 인한 프로그램 수행인력의 고용 안정성 확충이 필요하다는 점을 특징적으로 발견하였다. |
| dc.description.abstract | Conducted from the perspective of user-centered service management, this study provides empirical implications for the integrated voucher policy which has been attracting increasing attention. The data this study used were collected from focus group interviews (FGIs) with a total of 10 service provision managers involved in the integrated social service voucher pilot project who were divided into two groups according to the region to which they were assigned. The results of categorizing the concepts derived from the subject analysis are as follows: First, preparation and recognition of supplier, second, supplier’s response to change of user’s selection scheme, third, supplier’s consciousness about user’s behavior, Self-evaluation of schematics and suggestions. Specifically, we found that it is necessary not only to pay attention to systematic performance providers when introducing new policies, but also to enhance the employment stability of program execution personnel due to strengthening of user choice. |
