dc.description.abstract	이 연구는 한국의 사회통합 수준을 사회적 여건을 반영하는 지표 체계를 적용하여 비교사회정책적 관점에서 진단하는 것을 목적으로 한다. 우리 사회가 처한 현실에 따라 사회통합에서 강조하는 바가 달라질 수 있다. 이에 전문가 대상의 조사를 통하여 사회통합의 네 하위 영역-사회적 포용, 사회적 자본, 사회이동, 사회갈등과 관리-19개 지표로 구성된 지표체계를 개발하고, 하위 영역 및 지표의 중요도를 반영하는 가중치를 계산하였다. 최종적으로 1995년부터 2015년까지 5년 간격으로 각국의 사회통합지수를 산출하였다. 2015년 기준으로 우리나라는 OECD 30개국 중 29위의 사회통합 순위를 보였으며, 세부적으로 사회적 포용 30위, 사회적 자본 22위, 사회이동 24위, 사회갈등과 관리 26위로 나타났다. 특히 사회갈등과 관리 영역에서 순위 및 지수 하락은 사회통합에 대한 적극적 관심과 발상의 전환이 시급함을 말해주고 있다. 본 연구는 사회통합의 개별 지표마다 정책목표선을 세우고, 지표들 간의 유기적 연관성을 확인하면서 문제 상황이 발생한 지표에 대해 관련되는 정책 영역 전반을 집중적으로 검토하는 일련의 체계를 갖출 것을 제언하고 있다.
dc.description.abstract	This study aims to develop a social cohesion index, and to measure the level of social cohesion in Korea in comparison with other OECD countries. For these objectives, this study defined social cohesion in terms of four sub-dimensions and 19 indicators. The sub-dimensions and indicators were developed by using the Delphi method. We also calculated, using the AHP method, the weights of composite indicators. Measured against the social cohesion index developed in this study, Korea is ranked 29th among a total of 30 OECD countries in 2015. As for the sub-dimensions, Korea ranked 30th in social cohesion, 22nd in social capital, 24th in social mobility and 26th in social conflict and governance. These results are the outcome of subjective assessment methods which focused on social issues of Korean society. For this reason, this study suggests to implement a monitoring system for social cohesion issues and related social indicators, following our analysis of EU’s Social cohesion monitoring system.
