저출산 정책 실효성 제고를 위한 중장기 출산율 목표수준 연구 = Should We Be Alarmed about Low Fertility, Population Decline, and Population Aging?

| dc.description.abstract | 저출산 정책의 실효성을 제고하기 위해서는 정책대상집단의 목표수행 동기, 혹은 출산 의사를 높일 필요가 있다. 저출산정책의 수립 단계에서 보다 실행 가능성이 높은 출산율 목표수준을 설정해야 할 것이다. 이러한 관점에서 현재 우리 정부는 제3차 저출산·고령사회 기본계획에서 제시한 중장기 출산율 목표수준(2020년 1.5명, 2030년 1.7명, 2045년 2.1명)을 재검토할 필요가 있다. 본 연구는 국민이전계정(National Transfer Accounts)을 이용한 저출산모형의 추정결과, 인구고령화가 진전되더라도 생활수준이 하락하지 않는 합계출산율은 대체출산율보다 낮은 1.65~1.91명으로 확인되었다. 따라서 현재 우리나라의 출산율 수준에서 저출산 정책의 실효성을 제고하기 위해서는 목표출산율을 1.65명으로 우선 제시하여 양성평등한 사회문화 조성에 주력하고, 이후 출산율이 반등되는 시점에서 1.91명을 초과하지 않는 범위에서 목표출산율을 재조정하는 단계적 방안을 고려해 볼 수 있을 것이다. |
| dc.description.abstract | The purpose of this study is to investigate the level of long-term target total fertility rates for family polices in Korea. This study is performed by two models - education-weighted dependency ratio (EWDR) model developed by Striessnig and Lutz (2014) and National Transfer Accounts (NTA) low fertility model developed by Lee, Mason, et al. (2014) - that have been developed more recently. EWDR model is a new multi-dimensional approach to introduce education into a dependency ratio. NTA low fertility model is to examine how low fertility and population aging will influence the material standard of living using a refined measure of per capita consumption in the steady state. The results show that fertility below replacement level would maximize per capita consumption. Therefore we suggest that in terms of economic well-being, 1.65~1.91 birth per women are desirable for long-term target total fertility rates in Korea. |
