dc.description.abstract	최근 저소득층의 삶이 더 팍팍해졌다는 우려가 적지 않다. 고용 불안정이 심화되고 소득 불평등도 그리 호전되지 않은 채 남아 있으며 소비는 최근 몇 년간 위축되는 현상을 보이고 있다. 소비 긴축은 우리나라 경제의 순환에 부정적 영향을 준다는 점에서도 문제시되어 왔다. 사회정책의 측면에서 보면 저소득층의 소비 감소는 자칫 기초욕구의 미충족이라는 위험으로 이어지질 수 있는 우려가 있다. 소득과 비교하여 소비는 보다 직접적으로 삶을 보여준다는 강점에도 불구하고 관련 연구에서 상대적으로 주목받지 못하여 왔다. 본 연구는 저소득층의 소비의 특성과 변화를 상세한 수준에서 분석하여 저소득층의 욕구를 이해하는 기회를 제공하고 있다. 저소득층의 소비를 보다 정확하고 면밀하게 이해하기 위하여 세분류된 비목별 지출을 분석하고 있을 뿐 아니라 저소득층의 욕구에 영향을 줄 수 있는 환경적 요인들에 대한 사전 분석도 병행하였다. 또한 저소득층의 소비에 영향을 주는 요인들을 규명하여 저소득층이 기초욕구를 충족하도록 지원하는데 있어 무엇을 주목해야 하는지에 대한 정책적 시사점을 제공하고 있다. 특히 이 연구는 최근 뜨거운 이슈가 되고 있는 고용 불안정과 부채의 영향에도 주목하고 있다는 점에서 의의를 가지고 있다.
dc.description.abstract	This study analyzed the changes in consumption patterns of the poor. The issues this study is interested in are the burden low income households bear in meeting their basic needs. We also examined the factors, such as employment instability, transfer income, and debt, that influence the consumption level and the characteristics of household expenditure of the poor, using national accounts, micro survey data and panel data. In Korea, the household consumption of the poor is restricted by their low income. But because of diversity of needs, the poor could be divided into several groups according to composite of consumption items. The main items are housing, health, and education. Public transfer is not enough yet so it’s influence is weak, unemployment and debt affect on consumption of low income household negatively. Debt make the poor afford the basic cost in short time but in long time it press on consumption of the poor. The social policy should support the poor be secure in the area like health, housing and education.
