우리사회는 가족구조의 급속한 변화와 함께 가족기능의 공백, 개인주의 팽배, 전통적 성역할 혼재, 그리고 세대 간 소통단절 등으로 부부 및 세대 간에 가족갈등의 싱화가 예상된다. 가족갈등은 가족해체로 이어지며 이는 사회적 비용부담을 발생하므로 가족해체 예방을 위해 가족가치 확산 및 가족위기 해결을 위한 정책적 대응마련이 필요하다. 이 과제의 목적은 급속한 산업화 및 후기사회로의 이행과정에서 발생하는 가족갈등에 대비하여 가족관계 및 가족기능별 갈등양상과 문제점을 진단하고 정책적 대응방안을 도출하여, 효과적인 국가정책 수립을 위한 기초자료를 제공하는 것이다.
In Korean society, gaps in family functions such as family support and caregiving have been highlighted by rapid changes in population structure, dynamics and family structure, a weakening of family values, and an increase in dual-earner households. In addition, the rise of individualism, mixture of traditional gender roles, and intergenerational communication gap are expected to worsen marital and intergenerational conflicts and to increase the probability of family disorganization. Thus, family conflicts according to social changes lead to family disorganization and cause heavy burden of social costs. Therefore, there is a need to spread family values and to take political measures for the solution of family crisis as a preventive measure against family disorganization. Therefore, it is necessary to promote the national political agenda 'To Build Healthy Families’ in order to develop policies for solving parent-adolescent and marital conflicts and enhancing family bonds. This study aims to provide basic data for developing policies for building healthy families by diagnosing conflict types and problems by family relation and function and deriving political countermeasures in preparation for family conflicts in the rapid industrialization and transition process to post-industrialized society. The political measures are as follows: First, in order to solve family conflicts, it is necessary to extend life education for the prevention of family conflicts, to create a family-friendly and gender equal social environment, to increase Health Family Support Centers, and to improve the quality of services from a macroscopic perspective. From a microscopic perspective, plans to solve marital, intergenerational, and sibling conflicts were discussed. Second, in order to solve conflicts by family functions, this study proposed detailed tasks with a focus on considering the connection between family functions and family conflicts and solving parent-adult child support and inheritance conflicts and workfamily conflicts.
