Abstract
As the elderly population has been increasing, the welfare policy for elderly has also developed in Korea. But the housing welfare policies for the elderly is relatively insufficient compared with that of medical service. Especially dependents and the poor elderly are in bad condition of residential environment. The residential environment has a wide disparity between social classes. For ameliorating this situation, the role of government should be reinforced with a publicness of housing policy. France’s housing welfare policy for the elderly has well developed for the purpose of realizing social integration and solidarity. Therefore this study examines the publicness of housing welfare policies for the elderly of France, which will give implication for elderly welfare policies in Korea. Author has analyzed the publicness with two aspects, institutional and political aspects. The institutional aspect contains the government’s role which has the process of intervention for housing policy with social evolution, the system of decentralization, and the countermeasure facing a market system. The political aspect has the type of residential facilities, their accessibility, the proportion between public housing and private housing, the amount of fiscal. To conclude, French policy for the elderly is based on the human right to housing and the priority of personal environment.
