dc.description.abstract	본 연구는 이 땅에 태어난 모든 아동에 대한 사회적 돌봄 체계를 구축한다는 의미에서 ‘아동돌봄안전망’을 제안한다. 이는 성년이 되지 않은 모든 아동을 대상으로 하며, 아동의 성장과 발달에 필요한 모든 지원을 포함한다. 다만, 출생 이후부터 성년이 될 때까지 아동의 성장과 발달을 지원하는 교육과 돌봄 체계의 통합적인 접근에 초점을 맞춰 혼인과 출산을 지원하는 청년과 성인에 대한 ‘저출산 대책’과는 구분된다. 이를 실현하기 위해 본 연구에서는 아동돌봄안전망과 다주체의 역할 분담과 전달체계의 개편 방안을 제안하였고, 아동돌봄안전망 예산의 통합 운영(안)을 제안하였다. 아동돌봄안전망의 전달체계 개편은 지역사회를 기반으로 서로 다른 사업을 운영하는 전달체계의 실질적인 협업의 주체와 역할을 제시하였다.
dc.description.abstract	This study proposes a "Social Care Safety Net for Children(SCSC)" to uphold the principle of prioritizing the well-being of children within the evolving policy environment surrounding childhood. The SCSC is conceptualized as a "social care system" supported by the nation, society, and families, collaborating to assist children in the transitional phase where they find it challenging to independently perform daily activities. It encompasses an "organic network" of diverse stakeholders involved in child-related relationships, transcending towards a societal safety net that ensures a social care system for children in our society.
