| dc.description.abstract | 대외시장이 개방(FTA, DDA 등)됨에 따라 정부는 농어업종사자를 지원하기 위한 여러 법률과 계획들을 발표하였다. 그러나 이들 농어촌지역 지원 법률과 계획들은 서로간에 일부 중복되거나, 법안에 미비한 점이 있어 관련 법률 및 계획들을 비교 분석함으로써 2차 농어촌지원계획 수립을 위한 정책방안을 모색하고자 한다. 농어촌 보건복지특별법의 경우 농어촌지역에 대한 실태파악 및 계획수립이후 점검 및 평가에 대한 사항이 미비한 실정이다. 농어촌 보건복지특별법과 농림어업인 특별법 중 보건복지 부문 중 일부문은 중복됨에 따라 부처간 연계를 통해 발전적인 계획수립이 필요하다. 2차년도 계획수립시 농어촌지역에 대한 보건복지자원 및 복지욕구 파악이 선행되어야 하며, 범정부 차원의 계획과 군지역 복지계획과의 연계를 통해 실질적인 지원계획이 수립될 필요가 있다. |
