| dc.description.abstract | 이 글은 2019년 2월에 발표된 제2차 사회보장기본계획의 핵심 내용을 정리하고 그 정책적 함의와 후속 과제를 제시하는 데 목적이 있다. 제2차 사회보장기본계획은 향후 5년간 제도의 포용성을 강화하고 기존 제도를 재구조화하는 방안에 초점을 맞추고 있으며 고용보장, 건강보장, 소득보장, 사회서비스보장 등 4대 사회보장 분야에서 1차 안전망을 강화하는 방안을 제안하고 있다. 각 정책 분야에서 9개의 중점 추진 과제와 약 98개의 세부 추진 과제를 통해 사회보장체계를 강화하는 방안이다. 제2차 사회보장기본계획에서 주목해야 할 대목은 사회보장제도의 재구조화를 추진 전략으로 제시하고 있다는 점이다. 지금 제도 혁신과 재구조화를 추진하지 않는다면 사회보장제도의 지속 가능한 확장은 어려울 것이다. 그리고 사회보장기본계획은 핵심 정책 과제를 추진하는 데 필요한 재원의 추계와 조달 방안을 제시하는 데 더 많은 보완이 필요하다. |
