| dc.description.abstract | 본 연구는 보건과 복지의 관계를 연계수단론적 관점에서 조명하여, 특히 영국의 커미셔닝(Commissioning)이 보건복지의 연계에 어떻게 기여하고 있는지를 검토하려는 것이다. 이를 위해 연계와 통합에 관한 이론과 수단들을 살펴보고, 그 중 영국이 최근 보건복지개혁에 이르기까지 커미셔닝을 보건복지연계의 수단으로서 강조하고 있는 이유를 보기 위해 커미셔닝의 성격과 구조, 그리고 지향성을 탐색하였다. 커미셔닝은 전략적 수준에서 욕구를 이해하고 역량을 분석하는 것부터 서비스를 모니터하는 것까지 관련된 활동들이 순환적 속성으로 지속되는 과정이다. 이것이 보건복지위원회의 통합전략욕구사정과 통합보건복지전략이 가능하게 하는 원동력이다. 한국도 최근 지역복지와 보건에서 통합적 접근을 시도하고 있지만 연계수단의 관점에서 실효성이 부족하다. 따라서 이러한 노력이 커미셔닝처럼 구조적, 기능적 측면에서 보다 전략적으로 설계될 필요가 있다. |
| dc.description.abstract | This paper is concerned with the commissioning which has been developed in UK as integrating tool for health and social care. The commissioning process is defined in Partnership in Public Services as “The cycle of assessing the needs of people in an area, designing and then securing appropriate service”. With the reviewing theory of integration and tools of linkage, This paper refers to the UK policy reform, Health and Social Care Act April 2013, which considers commissioning to be politically and strategically important including Joint Strategic Needs Assessments and Joint Health ad Wellbeing Strategy. Even though similar approaches are on the way in Korea, both structure and function for integrating health and social care should be designed to commissioning like in community. |
