| dc.description.abstract | 근로빈곤 문제를 완화하기 위해 가장 중요한 대책은 한국경제가 국제시장에서 상품의 경쟁력을 확보하고 서비스의 생산성을 높여 좋은 일자리를 많이 창출하는 것이다. 이를 위한 정책적 노력은 일차적으로 경제 전반의 기술기반을 고도화하고 경쟁환경을 개선하면서 효과적인 거시정책을 운용하는 것이다. 복지정책은 인적자원 정책으로서 생산요소의 질을 제고하는 데 기여하긴 하나, 주되게는 이미 발생한 근로빈곤의 문제를 완화하는 것을 목표로 한다는 점에서 사실상 2차적인 역할이라 할 수 있다. |
