본 연구의 목적은 지자체 단위에서 실시되는 주요 시책들에 대한 건강영향평가를 통해 ○ 도시계획, 환경, 주거, 교통 등 다양한 정책들을 선정하여 각 정책에 대한 긍정적 건강영향을 강화하고 부정적 건강영향을 예방하거나 최소화 하는 대안을 마련함. ○ 중앙정부부처에서 지자체 보건사업 등의 평가시 건강영향평가 실시 여부를 주요 평가항목으로 고려 할 수 있도록 중앙부처 공무원의 협조를 얻어, 보다 많은 지자체에서 건강영향평가를 실시할 수 있도록 사업 환경을 조성함.
Health impact assessment(HIA) has been defined by the World Health Organization as a combination of procedures, methods and tools by which a policy, programme or project may be judged as to its potential effects on the health of a population, and the distribution of those effects within the population. Local governments have made large investments in development. Development projects come under the responsibility of a wide range of sector and the projects may have both positive and negative impacts. These impacts can affect the environment, public health, social structures and the demography of local communities. The sustainability of development can be ensured only if the full range of potential impacts are assessed at an early stage using health impact assessment and environmental impact assessment. A component of environmental impact assessment dealing specifically with impact on human health is often called "Environmental Health Impact Assessment(EHIA)". It is widely held that EHIA offers unique opportunities for the protection and promotion of human health.
