dc.description.abstract노동시장정책, 소득보장제도를 통한 전통적 접근으로 해결할 수 없는 복지 수요가 확대되면서 새로운 정부의 대응 방식으로서 사회적 서비스의 제도화에 관심이 모아지고 있다. 2000년대 후반 이후 주요 사회서비스제도의 기반이 갖춰지면서, 이제는 새로운 관점으로 서비스부문 정책 추진에 대한 논의와 사회적 합의, 방향 설정이 필요한 시점이다. 서비스 이용경험 확대에 따른 실질 수요도 증가되면서 서비스에 대한 인식이 제고되고 이용자의 권리 의식 및 선호 존중에 대한 요구가 증가하고 있다. 또한 공급 주체를 다변화하는 정책이 추진되면서 복지부문 서비스 공급 구조의 변화도 초래되었다. 이에 따라, 서비스 영역별 수급 불균형의 문제, 사회서비스 기관 운영의 영세성·공급의 불안정성 문제, 서비스 공급자와 이용자의 도덕적 해이·부정수급의 문제, 돌봄서비스 일자리의 확대와 함께 진행된 불안정 고용, 질낮은 일자리의 문제 등 현안과제에 대한 실태 파악과 정책적 고려가 요청된다.
