dc.description.abstract	ㅁ사회주의에서는 과학의 기하급수적 진보 때문에 인구문제를 크게 우려하지 않음 ○ 인구 문제 역시 사회주의 혁명을 통해 해결될 수 있는 것 － 1960년대부터 사회주의 국가에서도 인구문제는 무시할 수 없는 사회문제로 등장 ○ 중국은 전통적인 맑스주의와는 구별되는 인구정책을 모색 － 중국은 1950년대에 인구 억제정책의 필요성을 주장하는 실용주의적 인구관이 대두, 2000년대에도 인구 억제정책을 계속해서 유지 － 중국은 강력한 국가정책 개입과 함께 개혁?개방 이후의 사회경제적 상황과 가치관의 변화에 따른 요인이 작용 ㅁ북한에서도 인구 문제는 중요한 문제로 제기 ○ 전쟁의 경험은 부족한 노동력의 보충을 위한 인구 증대에 관심 － 북한 역시 인구 문제에 관해서는 ‘낙관론’적 전망에 기초 － 인구 문제는 ‘인구 증식, 인구 장성 속도와 형태는 사회발전의 여러 단계에서 그리고 매개 나라 지역의 구체적 실정에서 각이하게 이루어질 수 있’다는 주장 － 북한의 인구정책에서 핵심은 ‘노동인구의 보장’임 － 이러한 인구관에 따라 북한은 시기적으로 구별되는 인구 정책을 추진
dc.description.abstract	According to the 2008 census, it is estimated that 61% of the total population was participating in economic activities. In particular, the portion of factory workers decreased from 1993. This reflects changes in the social structure, like declines in plant utilization and surges in the number of defectors in the 1990s. This is also attributable to diversified jobs and population movement in accordance with diversified industries. It is notable that the net increase in the working age population was larger than that of 1993. However, considering the current demographic structure in that those under 15 account for a small portion whereas those at or over 40 take up a relatively high portion, the net increase is likely to decline. Such situation will force North Korea to transform its labor, welfare, healthcare and state control policies. In particular, the labor policy should be reformed by restructuring the industry to focus on high-end industries, reallocating work force or strengthening the labor regulations and system. Utilizing female workers that already account for a significant portion of the total labor force will be another critical issue. If the North opens up its door centering on the special economic zone, population migration and labor allocation will be the key issues of its labor and control policy.
