| dc.description.abstract | 2011년 10월 정기국회에서 예술인들의 오랜 숙원이었던 예술인복지법이 통과되었으며, 예술인 복지법이 발전적 의미를 지니기 위해서는 다음과 같은 점에 주목해야 한다. 예술인복지사업과 한국예술인복지재단이 안정적으로 운영되기 위한 재원 확보방안 마련이 우선되어야 할 것이다. 예술인복지법에 포함된 사회보험의 지원 범위를 산재보험에서 고용보험 및 국민연금으로 확대할 필요가 있다. 재단 설립 초기단계부터 운영에 이르기까지 재단의 주요 의사 결정 특히 복지사업 운영에 있어 관련 분야 예술인들의 참여가 보장되어야 한다. 예술인들의 고용 및 복지실태를 파악할 수 있는 통계의 구축과 욕구 및 실태조사들이 정밀하게 선행되어야 한다. |
