dc.description.abstract	This study begins by questioning what constitutes a fair society and how the center pragmatist policies on lower-income groups have been received among the people. The authors examine the conditions that should be met for a fair Korea, the problem of in-work poverty, which hinders fairness, and explore policy options to improve the situation. The authors look into how Koreans think about the problem of working poverty, analyze the state and dynamics of the working population, and discuss the effect of labor and welfare policies on people’s transition from unemployment to the workforce. Based on the findings about the perceptions people of different ages and income levels have of “fairness”, this study attempts, from a broad perspective combining labor and welfare policies, to chart fair and sustainable development directions for Korea.
