Although the efficient allocation of roles between the public and private sectors, the provision of health promotion services has been driven by the public sectors in Korea. As a result, health care service programs tended to focus on the needs of a lower income class. As a rapid increase in chronic diseases provides challenges for the existing service delivery system, the Korean government is trying to develop paths through which health care services are supplied in private markets. This report examines the validity and efficiency of the Government's efforts, and proposes policy alternatives for the private service market to work for all income classes. This report suggests that the policy measures should be developed to boost up the demand for health care services by providing various types of boucher for low income families according to their economic and health conditions and establish client-oriented price settings. It is also recommended that the policies should be developed to encourage service providers to enter the service market by minimizing regulations relating to the production and sales of services. The report emphasizes the importance of developing various standards of services according to clients' demand, and the consumer protection.
