| dc.description.abstract | - 보건복지지출 추계를 함에 있어 실제치 추계는 보험수리적 모형이나 이에 기반을 둔 혼합모형을 사용하여야 함. 회귀분석에 기반을 둔 방법은 실제치는 과대추계를 함. 단 국제자료를 사용한 회귀분석 추계치는 다른 적정성 기준이 없는 한 기대 적정추정치로 사용할 수 있음 - 회귀분석에 의거 우리나라 미래 실제치를 과대 추계하여 질적 개선이 양적확대에 결정적으로 우선함을 주장하는 것은 질적 개선이 항상 이루어져야한다는 점을 고려할 때 반만 타당함. 최근 보험수리적 모형에 근거를 둔 실제치에 근거를 두는 경우 달성시기를 조절한다고 해도 저지출국의 기대 적정추정치를 달성하기 위해서는 제도성숙도를 고려해도 원론적으로 4-5%p의 양적 증가를 필요로 함 |
