초록
캐나다의 공적 보건의료보장제도는 국민들의 가치들을 잘 반영하고 있는 성공적인 정책으로 평가 받아왔었다. 하지만 정책환경의 변화에 따른 개혁의 요구는 외면될 수 없었고, 정책의 개혁을 위해 ‘집담회방식’에 의한 공중판단의 도출이 시도되었었다. 이는 기존의 여론조사 방법들이 국민들의 ‘표면적 마음의 즉흥적 판단’을 읽는 데 그치며, 엘리트들이 중심이 되는 정책결정과정들은 국민들의 진정한 의사를 정책내용으로 담아내지 못하는 한계를 극복하기 위하여, 정책대안의 모색과 선택과정에 국민들이 참여하여 공통으로 취사선택작업을 해내는 방법 이었다. 현대 사회에 있어서 국민들의 보건의료를 보장하는 문제는 이해관계가 첨예하게 표출되는 정책영역으로서, 단편적 사안에 따른 여론 조사의 결과들은 목적과 방법, 또는 수단과 수단들간에 모순되거나 상충되는 의사들을 결집하게 되어 공공정책을 결정하는 유용한 수단들이 되지 못하였으나, 국민들이 정책대안을 탐색하고 선택하는 어려운 과정에 직접 참여하여 공동작업을 하는 집담회방식은 공중들의 가치판단이 뒷받침되는 실효성 있는 정책대안들을 도출할 수 있었고, 국민들 사이에 공동체 의식을 함양하는 중요한 계기를 제공하여 주었다. 이는 보다 다원화되어 가는 현대 사회에서 보다 유효한 공공정책을 결정하는, 특히 기성정책의 개혁을 위한 대안을 모색하는 한 좋은 모델을 제공하게 되리라 기대된다.
The Canada's publicly funded health care system has been acknowledged domestically and internationally as a successful public policy which reflects Canadians' values perfectly. But it has also required the necessary reforms because of various changes in modern Canadian society. Canadians' public judgments for the reforms was confirmed by a series of the "Choice-Work Dialogues" in the spring of 2002. The purpose of the Dialogues was to overcome the limitations of gathering public opinions and the decision-making of public policies that is dominated only by elites. The traditional public opinion polls fail to distinguish between people's top-of-the-mind, offhand views na their thoughtful, considered judgments, and the elites are not satisfactory as representatives of the average citizens. The Canadians, who had participated in the Dialogues, had experienced hard work-through and made painful trade-off choices to improve their health care system. Compared to the general public opinions and the policy-making elites' decisions, the public judgments made by the collective Dialogues of the average Canadians are very valid and relevant alternatives. The Dialogues were also good chances for Canadians to enhance their community. The health care in modern society is a complicated issue and health policies need sufficient reflection of people's thoughts. It is certain that the Choice-Work Dialogues in Canada is a good model case of how to approach alternatives for the reform of public policies.
