| dc.description.abstract | 본 연구의 목적은 재가 장애인의 우선적 욕구에 영향을 미치는 요인들을 파악하고 이러한 분석을 바탕으로 개별 복지서비스를 가장 절실히 필요로 하는 고위험집단을 규명하여 궁극적으로는 정부가 제공하는 장애인복지서비스의 효과성과 효율성을 높이는 데 기여하고자 하는 것이다. 본 연구는 이러한 목적을 수행하기 위해 한국보건사회연구원에서 실시한 ‘2000년 장애인실태조사’의 원자료를 사용하여 로지스틱 회귀분석(Logistic Regression) 등으로 분석하였다. 연구의 분석틀로서 독립변수는 크게 세 가지로 구분되는데 첫째, 인구학적 요인에는 성별, 결혼상태, 연령, 가구유형, 가구원수, 거주지역 등이 포함 되며, 둘째, 사회환경적 요인에는 소득, 직업, 경제활동상태, 교육연한, 생활 만족도, 가구소득, 주택형태, 주택소유형태, 기초보장수급자 여부 등이 포함 되며, 셋째, 장애요인에는 장애유형, 장애기간, 일상생활 도움 필요도, 외부 활동 불편도, 주관적 건강상태, 사회적 차별경험 등이 포함된다. 그리고 종속변수인 재가 장애인의 욕구는 생계보장, 의료혜택 확대, 세제혜태 확대, 편의시설 확대, 가사지원서비스, 주택보장, 결혼상담ㆍ알선, 인식개선, 교통수단 이용 편의 확대, 재활보조기구 개발ㆍ보급, 특수교육 확대 개선, 문화ㆍ여가 기회 확대 등 13개의 욕구로 이루어져 있다. 로지스틱 회귀분석 결과, 장애유형, 가구소득, 주택소유형태, 직업, 기초보장 수급자 여부 등의 변수들이 재가 장애인의 우선적 욕구에 영향을 미치는 주요한 요인으로 작용하고 있는 것으로 나타났다. 이들 변수 중 장애유형을 제외한 나머지 변수들이 모두 장애인의 경제상태를 설명해 주는 변수들이라는 점에서, 결론적으로 장애인의 장애유형과 경제상태가 장애인의 복지서비스 우선순위 욕구를 결정짓는 주요 요인이라는 것이 입증되었다. 따라서 장애인의 욕구에 대응하여 욕구의 충족을 목표로 하는 정부의 장애인 복지 시책은 장애인의 장애유형과 경제상태를 우선적으로 고려하여 구체적으로 수립되고 시행되어야 할 것이다. |
| dc.description.abstract | The objective of this study is to identify factors in the needs of disabled people and contributes to raising the effectiveness and efficiency of public welfare service for disabled people. To achieve this, this study used logistic regression based on 2000 National Survey of Disabled Population conducted by the Korea Institute for Health and Social Affairs. As the framework of analysis, independent variables are composed of three things. First, demographic variables include sex, martial status, age, household type, number of family members and residential area, Second, socio-environmental variables include income, occupation, status in economic activity educational attainment, level of satisfaction with daily lives, family income, type of house, type of possession of house, and status in the Basic Security System. Third, disability variables include disability type, period of disability, level of help needed for daily activities, level of discomfort in outside activities, and status of health and experience of social discrimination. Dependent variables include livelihood security, improvement in access to medical service, improvement of tax treatment, promotion of barrier-free environment, service for household affairs, housing security, counselling and intercession of marriage, improvement in public attitudes toward disability, improvement of public transportation, improvement and wide supply of assistive rehabilitation systems, provision of special education for the disabled, more welfare facilities for the disabled, opportunities for culture and leisure. As a result of logistic regression analysis independent variables such as disability type, family income, type of possession of house, occupation and status in the Basic Security System affect to the prior needs of disabled people. All variables, except the type of disability, are found to be related to the economic status of disabled people. This consequently identifies the type of disability and economic status as that major factor influencing the needs of disabled people. The result of this study therefore suggest that in planing and carrying out policies to fulfill the needs of disabled people, the Government authorities should take account the type of disability and economic status of disabled people. |
