본 연구의 목적은 공공병원과 민간병원에서 각각 어떤 조건에서 양ㆍ한방 협진이 도입되는지 그 요인을 파악하고 동시에 양ㆍ한방 협진 실태와 인식 조사를 통해 공공병원에서 협진을 확대할 수 있는 방안을 도출하려는 것이다. 지금까지 공공의료에 대해서 시설의 노후와 인력 부족, 그 기능과 역할에 있어서 민간의료기관과의 차별성이 적은 정체성의 문제 등이 계속 제기되어 왔다. 또한 노인인구의 증가와 만성병의 증가라는 현실 속에서 양ㆍ한방 협진은 유용한 의료의 형태로 인식되고 있으며 공공의료의 혁신의 대안이 될 수 있다. 공공병원이 어떤 조건에서 양ㆍ한방 협진을 도입하는지를 파악하기 위해 기술도입모형 이론을 사용하였다. 기술도입이론 모형은 신기술 혹은 생산체계를 도입하는 모형으로 널리 사용되어 왔다. 본 연구에서는 기술도입에 영향을 미치는 기술의 불확실성, 전략의 불확실성, 인적자본의 특성, 그리고 법 및 제도적 환경 가운데서 앞의 세 가지 요소의 영향을 분석하였다. 동시에 전국의 공공병원과 민간병원을 대상으로 양ㆍ한방 협진 실태와 병원장을 대상으로 양ㆍ한방 협진에 관한 인식 및 태도를 우편으로 조사하였다. 연구 결과 양ㆍ한방 협진의 도입 현황은 대체로 기술도입모형을 바탕으로 한 가설을 뒷받침하지 못하였다. 토의 및 결론에서는 구체적으로 가설검증 결과에 대한 해석, 그리고 양ㆍ한방 협진 실태와 병원장들의 인식 및 태도 조사로부터 얻은 결과를 바탕으로 공공병원에서의 양ㆍ한방 협진을 확대하는 방안에 대해 논의하였다.
The purpose of this study is first, to understand the factors of the terms under which public and private hospitals adopt integrated traditional Korean/western medicine; and second, to derive a plan to expand the use of such integrated medicine in public hospitals. The issues of worn-out facilities, labor shortage in public medical institutions, and their shortfall to discriminate themselves from the private medical institutions in their roles and functions to distinct their identity, have been constantly raised. With the current wave of chronic diseases and elderly population,(integrated medicine has been recognized as a useful form of medicine, and even as an alternative reform plan for the public medicine field. In order to understand the terms public hospitals place for integrated traditional Korean/western medicine, technology-adoption-model, which has been widely used to model new technology or production system adoption, was used. In this study, three factors that effect technology adoption, the uncertainty of technology, uncertainty of strategy, and the characteristics of human capital were discussed; and their influences were further analyzed in the legal and institutional setting. A mailing survey on the situational analysis of integrated medicine in the nation's public and private hospitals was conducted; and the perception and attitude toward it was studied through another mailing survey of directors of the hospitals. The result of the study shows that the current situation usually did not support the hypothesis derived from the technology-adoption-model. The discussion and conclusion parts of the paper deal with detailed explanation on the hypothesis-test result; and based on the results from the perception-attitude survey, discuss further the plans to expand integrated medicine in public hospitals.
