| dc.description.abstract | 재가노인복지시설에서 제공하는 서비스에 대한 잠재적인 수요에 비해 서비스를 제공할 수 있는 시설의 수는 절대적으로 부족한 실정이다. 현재 정부는 재가노인복지시설 중 57개의 가정봉사원파견기관, 33개소의 주간보호시설, 16개소의 단기보호시설에 대해 재정지원을 하고 있다. 본 논문에서는 정부의 재정지원을 받고있는 재가노인복지시설에서 제공하는 서비스의 사회적 순편익을 추계하여 이들 시설에 대한 정부의 재정지원확충의 타당성을 검토해 보았다. 재가노인복지시설에서 제공하는 서비스의 편익은 이들 서비스에 대해 잠재적 수요자, 65세 이상 부모를 모시고 있는 자녀들이 지불할 의사가 있는 이용료와 총서비스 이용가능인원을 감안하여 결정될 수 있는 시장이용료를 추계하였다. 반면에 이들 시설에 대한 사회적 비용은 이들 시설의 연간 사업총예산을 사용하였다. 즉, 재가노인복지시설이 순수 민간기업과 같이 운용되는 경우 현재 형성될 수 있는 시장가격에서 이용가능노인의 수를 곱하여 사회적 편익의 규모를 추계하였다. 사회적 편익과 이들 시설의 총예산을 비교하여 사회적 편익이 총예산보다 큰 경우 양의 사회적 순편익이 발생하는 것으로 보았다. 이와 같은 추계방법에 의해 추계된 연간 사회적 순편익은 가정봉사원서비스가 1265억원, 주간보호 100억원, 그리고 단기보호사업은 34억원인 것으로 추계되었다. |
| dc.description.abstract | The government provides financial support to the 57 Home help service centers, 33 Day care service centers, and 16 Short stay service centers for the elderly. The number of service centers that receive financial support from the government is far less to meet the potential demand for the community care services. Therefore this paper applies cost-benefit analysis to evaluate the net social benefit of the services provided by the 3 types of the community care service centers sponsored by the government to justify the expansion of the government support. The benefit is calculated as community care services are provided privately in the market without financial support from the government. The potential market price is regarded as the benefit or value provided to the elderly. The price levels that potential users are willing to pay for these services are surveyed in the Census for the Elderly by the KIHASA, 1998. The market prices for the community services are generated by equating limited amount of service supply, as in number of users in one year in 3 types of community care service centers, and potential demand for the services. Market prices are multiplied to the number of users of 3 types of community centers to get the total benefit. Total operating cost of the community care service centers is regarded as cost. According to the cost-benefit analysis, Home-help service centers generated net social benefit of 126 billion Won, Day Care service centers generated 10billion Won, and Short stay service centers generated 3.4billion Won. Significant amount of net social benefit indicates that government should increase level of financial support to these service centers. |
