| dc.description.abstract | 현행 국민연금은 현 가입자에게는 매우 유리한 조건을 제공하고 있으나, 제도의 안정적 발전을 위하여 보험료를 상향조정하는 경우 미래 가입자에게는 불리한 조건을 제공할 수 있다. 최근 이러한 공적연금의 법개정과 더불어 재정불안정 문제가 지속되면서 공적연금에 대한 국민적 불신이 깊은 것이 사실이며, 이에 편승하여 일각에서는 공적연금의 민영화, 공적연금 불필요론 등을 제기하고 있기도 하다. 따라서 공적연금제도는 설계내에 함축되어 있는 제도적 원리가 과연 다양한 상황에 놓여 있는 개별 가입자의 입장에서 도움이 되도록 작동하는지 혹은 그렇지 않은지에 대한 구체적이고 체계적인 분석이 필요하다. 따라서 본 연구에서는 수요자의 입장에서 기존 연구에서 볼 수 없었던 다양하고 구체적인 국민연금제도의 정책효과를 면밀히 분석해 냄으로써 공평하고 지속가능한 연금제도의 발전방향에 대한 근거자료를 제시하고자 한다. |
