| dc.description.abstract | 오늘날 지역사회보장에서 시급한 정책과제는 지역사회보장 불균형 현상의 해소이다. 이 정책에서 나타나는 문제의 특징 중 하나는 거주 지역에 따라 지역 주민이 경험하는 사회적 배제와 박탈 수준이 다르게 분포한다는 점이다. 즉 ‘우편번호’가 주민의 삶의 질에 심대한 영향을 주고 있다. 부족한 복지자원과 지역의 각종 사회문제, 복합적·만성적 주민 욕구를 해결하기 위해서는 종래에 전국적으로 표준화된 급여 지원 방식에서 탈피한 정책적 개입이 필요하다. 공간 단위의 핀셋(pincette)형 지원 정책(place-based initiatives)이 대안이 될 수 있다. 이러한 배경에서 보건복지부는 「사회보장급여의 이용·제공 및 수급권자 발굴에 관한 법률」 제48조(사회보장 특별지원구역 운영)를 근거로 2020년부터 사회보장 특별지원구역 사업을 추진하고 있다. 읍면동 단위에서 주민·공공·민간이 공동으로 협력하여 추진하는 커뮤니티 임팩트 사업이다. 보건복지부는 저소득층 밀집 등으로 복지 기반이 부족한 소규모 생활권(동네)이 지역 문제를 자체적으로 해결할 수 있도록 4년간 재정을 지원하고, 계획 수립 및 실행 과정에 대한 컨설팅 등 역량 강화를 뒷받침하고 있다. 사회보장 특별지원구역 사업은 사회적 취약계층 밀집도 등을 고려한 사전 선정 지역에 사업 신청 자격이 부여되는 제한적 공모 방식으로 추진 중이다. 2020년부터 2023년까지 8개 시군구(1기)에서 사업을 추진하였고, 2023년부터는 신규 8개 시군구(2기)에서 사업을 진행하고 있다. 이번 호에서는 사회보장 특별지원구역 사업의 전반적인 내용과 1기 사업 지역에서 추진된 특화 사업 사례를 다룬다. 사회보장 특별지원구역 사업의 목적과 기본 방향, 사업 모형과 추진 체계, 주요 성과와 정책 과제 등을 논의하였다. 그리고 사회보장 특별지원구역 사업을 주민 주도형 복합공유공간 운영, 지역맞춤형 사회서비스, 마을공동체 활동 및 주민 조직화로 구분하고 1기 사업 지역에서 추진된 특화 사업 사례의 주요 내용 및 성과를 주제별로 제시하였다. |
| dc.description.abstract | Community social security today faces the pressing challenge of reducing regional disparities in welfare provision. One distinctive issue in community social security policies is the variation in perceived social exclusion and deprivation across regions. One’s “zip code” significantly impacts one’s quality of life. To tackle the shortage of welfare resources and address various local social issues and the complex, deep-set needs of community residents, new policy interventions are necessary that differ from the existing nationally-standardized benefit payment scheme. Feasible alternatives might include “place-based initiatives.” Against this background, the Ministry of Health and Welfare (MOHW) embarked in 2020 on the Social Security Special Support Zones Project, pursuant to Article 48 of the Act on the Use and Provision of Social Security Benefits and Search for Eligible Beneficiaries. This is a community impact project that residents, public officials, and private-sector groups work on in collaboration. The MOHW’s role in the support project is to provide financial, capacity-building, and planning support over a four-year period for small localities with a high proportion of low-income households and a shortage of welfare resources, aiming to enable them to address their problems independently. Localities eligible to apply for the special support are limited to those meeting certain criteria regarding the concentration of socially vulnerable groups. The first wave of this project, which began in 2020 for eight cities, counties, and districts, ended in 2023. The second wave is ongoing for another eight cities, counties, and districts. In this issue of the Health and Welfare Forum, we provide a comprehensive overview of the Social Security Special Support Zones Project, including its aim, key principles, and logical framework. We also review the cases of programs undertaken as part of the first wave of the project—community-led provision of multi-functional shared spaces, community-tailored social services, community activities, and community organizing—and discuss their policy implications for improvement. |
