| dc.description.abstract | 최근의 경제위기는 의료빈곤계층의 증가로 이어질 것으로 전망됨. 따라서 의료빈곤계층의 실태 및 개선방안에 대한 고찰이 필요한 시점으로 판단되며 본고는 이에 대한 내용입니다. 의료빈곤층은 자격측면에서 국민기초생활보장에 포함되지 못하는 계층, 이로 인해 건강보험권에서 체납 등으로 자격정지된 의료빈곤층이 있을수 있고, 보장성 측면에서는 비급여나 고액진료비로 진료의 필요가 있지만 진료를 포기하는 의료빈곤층이 있다. 경제위기는 이러한 계층을 더욱 증가 시킬 것으로 판단되며, 이에 대한 대안마련이 필요하다. 대안으로는 일시적 경제위기에 빠진 사람들에게 건강보험료 납부유예 및 보험료 지원마련, 긴급의료비 지원사업 확대 및 대불금제도 도입, 그리고 보장성 강화를 위한 노력 등이 필요할 것으로 판단된다. |
