| dc.description.abstract | 유럽의 사회적 경제 전통 속에서 제기된 사회적 기업은 국가와 시장에 대해서 새로운 자원배분의 조절자로서, 즉, 시민집단의 주체적인 등장을 위한 매개체로서 이해할 수 있다. 사회적 기업은 복지정책의 차원에서는 시민들을 소극적 위치에서 벗어나 적극적인 개입의 주체로 등장시켜 공동생산자로 나서게 하고, 복지 정치의 차원에서는 복합이해관계자모델을 통해 실질적 민주주의 실천을 가져와 복지정치의 발전을 가져오게 할 수 있다. 또한 복지예산의 측면에서는 복합자원을 제공하고, 다양한 거래비용을 줄일 수 있는 계기를 마련할 수 있다. 이러한 사회적 기업이 사회서비스 영역에서 중요하게 논의되어야 하는 이유는 민간자원의 활용을 통한 예산절감과 사회서비스 공급자원의 확보라는 정부의 필요의 차원을 넘어 사회적 기업이 지닌 애초의 목적을 달성할 수 있도록 해야하기 때문이다. 이를 위해서는 사회서비스 영역에서의 필요에 대한 공유와 지속적인 논의가 절실히 필요하다. |
