| dc.description.abstract | 우리나라 공적연금제도는 “내는 것보다 많이 받는” 구조이면서도, 정작 기금 증식이 원활하게 이루어지지 않아 연금성숙도가 높아질수록 연금수지균형이 위협받고 있으며, 최근 저출산ㆍ고령화 문제와 맞물려 잠재적 국가채무로서의 연금수지 적자문제는 향후 국가 재정에 큰 부담으로 작용할 것으로 우려되고 있다. 최근의「국민연금법」, 「공무원연금법」, 「사학연금법」의 개정 역시 기존보다 “더 내고 덜 받는” 구조로 연금제도를 개편함으로써 이러한 연금재정 불안에 대한 대응책을 마련하고자 한 결과라고 할 수 있다. 본 고에서는 4대 공적연금의 현재 재정수지 현황과 미래 연금성숙에 따른 기금 고갈 시점 및 국가재정 부담 규모를 추계해본 뒤, 연금재정 건전화를 통해 기금 고갈을 방지하고 국가재정 부담을 완화함으로써 연금제도의 안정성과 지속성을 확보할 수 있는 제도개선 방안을 제시하고자 한다. |
