dc.description.abstract	우리나라는 급격한 고령화가 진행되면서 사회복지 지출도 증가하고 있다. 선제적 사회투자와 평가를 통하여 사회정책의 효과성을 논의해야 할 중요한 시점에 있다. 그러나 보건복지 영역의 공공서비스에는 사회투자의 가치를 측정하는 방식이 부재하여 공공재 또는 공공서비스의 가치가 과소평가되는 경향이 높다고 볼 수 있다. 따라서 재정지출 효율화와 공공서비스의 질적 향상을 양립시키는 구조를 만들기 위한 정책 평가 방안을 마련할 필요가 있다. 이에 사회정책의 투자 효과 분석을 위해 파일럿 스터디(pilot study)의 일환으로 사회적 가치를 측정하는 데 가장 많이 활용되는 사회적투자수익률(SROI: Social Return on Investment)의 모형을 노인맞춤돌봄서비스의 사례로 구축하였다. 분석 결과 노인 맞춤돌봄서비스의 사회적투자수익률은 1,621:1로, 투자 대비 사회적 가치가 높은 사업임을 확인할 수 있었다.
dc.description.abstract	Korea’s social welfare spending is growing due to the rapid aging of the population. Now is a critical time to evaluate the effect of social policies as proactive social investments. As Korea has until now lacked ways to measure the value of social investment in public services in the fields of health and welfare, the value of public goods or public services has tended to be underestimated. Therefore, there is a need to develop a policy evaluation method with a view to achieving both higher efficiency in public expenditures and an improvement in the quality of public services. As a pilot attempt to analyze the effectiveness of social policy investments, this study used the social return on investment, the model most often used in social value measurement, as a method to evaluate the effect of personalized eldercare services. Our analysis found personalized elder care services to have a high social value for investment, with a SROI ratio of 1.621:1.
