| dc.description.abstract | 사회권의 핵심적인 권리인 복지권이 어느 정도 보장되고 있는가를 분석하는 것은 사회복지 분야의 학술적·실천적 차원에서 매우 중요하다고 볼 수 있다. 본 고에서는 한국복지패널 1~4차년도 데이터의 사회복지제도별 수급 관련 변수와 연관된 소득, 지역, 가구형태등의 변수를 사용하여, 복지수급지표를 산출함으로써, 한국의 복지권의 보장정도와 연도별 변화를 살펴보고자 한다. 분석결과, 빈곤계층의 공공부조 수급권, 공적연금제도 수급률, 취약가구원의 복지서비스 수급권은 4개년동안 확대되고 있는 것으로 나타났다. 그러나 복지수급권을 보장받는 대상자의 비율이 낮아 제도 확대가 필요한 것으로 나타났다. 따라서 기초노령연금 확대와 국민기초생활보장제도의 부양의무자 기준의 완화, 장애인 대상 복지서비스의 우선적인 확대를 통한 제도적 대응이 필요할 것으로 보인다. |
