| dc.description.abstract | 영국 장애 소득보장체계는 크게 장애로 인한 추가적 비용보전적 성격의 급여인 장애생활수당(Disability Living Allowance)과 근로능력 상실 그리고 그로 인한 생계곤란 등의 사유에 대한 소득보장적 성격의 근로및지원급여(Employment and Support Benefit)로 대별될 수 있다. 그만큼 양 제도의 목적과 취지는 상이하기 때문인데 우리나라에서는 장애기초연금을 도입하면서 장애수당과 상쇄적 관계를 설정해 놓음으로써 제도설계의 논리성이 떨어지고 향후 추가적 급여제도가 신설되고 아울러 사회서비스정책과의 정합성 문제에서 논란을 일으킬 수 있는 불씨를 잉태한 것으로 이해될 수 있기 때문에 향후 이에 대한 깊은 논의가 이루어져야 할 것으로 본다. |
