| dc.description.abstract | 우리나라를 비롯한 16개 OECD 회원국의 장애 급여를 분석한 결과, 소득보전급여 체계는 위계적 체계(hierarchical system)로 운용되고 있었으며, 소득보장 전략의 결합 형태에 따라 총 8개의 유형으로 범주화할 수 있었다. 한편 추가비용급여 체계의 경우, 비위계적 체계(non-hierarchical system)로 운용되고 있었으며, 급여의 성격에 따라 사회부조형, 사회수당형, 혼합형(3개 유형) 등 5개유형으로 범주화할 수 있었다. 우리나라는 소득보전급여 체계의 경우 현재는 1차 안전망으로서 기여 소득비례 장애연금, 2차 안전망으로서 일반부조의 방식을 채택하고 있는 국가로 분류되었으나(F형), 장애인연금 도입 이후에는 1차 안전망으로서 기여 소득비례 장애연금, 2차 안전망으로서 장애 부조, 3차 안전망으로서 일반부조의 방식을 채택하고 있는 국가로 전환된다(C형). 추가비용급여 체계에 있어서는 모든 추가비용급여를 비기여 비자산조사 급여로 운용하고 있는 사회부조형 국가로 분류되었다. 장애 소득보장체계의 전환기적 과정에서 향후 우리나라 장애 소득보장체계가 선진화되기 위해서는 장애급여 지급 대상의 지속적 확대, 급여 수준의 단계적 인상 및 장애급여 수급 기준으로서 장애 평가 기준 체계 개선 등이 필요하다. |
