| dc.description.abstract | 본 연구는‘제4차 저출산 고령사회기본계획’에 근거해 존엄한 삶 마무리를 위한 관련 법·제도와 정책 추진 상황을 통합적으로 모니터링하고 점검하여 웰다잉(well-dying)을 위한 국가 전략을 내실화하기 위한 개선방안을 도출하고자 한다. 웰다잉 정책 모니터링을 통해 드러난 정책과제로는 웰다잉 정책 과정 전반에 대한 더 꼼꼼하고 촘촘한 계획, 실행, 점검의 필요성, 사업 대상의 명확화, 홍보교육에 대한 정책적 관심 제고 및 내실화, 웰다잉을 실현하기 어려운 사람들에 대한 특화된 관심 등을 제시하였다. 한편, 광의의 웰다잉 정책상 관심과 노력을 기울여야 할 과제로는 웰다잉 정책 범위 확장의 필요성, 대형 재난, 재해로 인한 사망자 급증 시에 필요한 대응능력 강화, 농산어촌의 인프라를 확보하기 위한 노력, 상장례문화 연구에 대한 정책적 관심, 웰다잉을 구현하기 위해 국가와 사회가 전면에 나서야 함 등으로 정리하였다. |
| dc.description.abstract | The end of life with dignity, or well-dying, is often referred to as a “good death,” “dignified death,” or “well-ending,” and is defined as a death that allows for self-determination at the end of life without placing a burden on family members. The monitoring in this study are limited to the 9 policy tasks presented in the 4th basic plans for low fertility and aging society and the annual implementation schedules, which are the policy tasks first appeared in the 4th basic plans. Policy monitoring was attempted by applying a monitoring framework with appropriateness of policy design, policy operation, and target groups, but faced difficulties in analysis as many policy projects were still in the stage of fact-finding, research contract, direction setting, and program development. This study can be said to consist of three parts. By examining the well-dying policies in general, the first part was set of the basic direction of monitoring. Reviews were made on the concept and process of policy monitoring, basic perspectives, position in the growth cycle specialized for well-dying policies, and policy project model setting. And a monitoring framework was presented based on the appropriateness of policy design, of policy operation, and of target groups. In the second part, monitoring of the well-dying policies was carried out, and the results were presented over three chapters. It was divided into three categories: hospice/palliative care/life-sustaining treatment decision support policy, the end-of-life care support policy, and the end-of-life self-determination strengthening support policy. In the third part, the policy of well-dying in a broad sense was examined. From a life-cycle perspective, the well-dying policies in the 4th basic plans are too narrow because it deals only with the end-of-life period, which should be expanded and looked into in scope to cover both before and after in order to truly implement well-dying. |
