중앙 및 지방정부의 교육복지지출 분석

Abstract

코로나19 이후 교육환경의 악화와 사회·경제적 불평등의 심화로 학습격차가 더욱 심화되는 것을 막기 위해서 교육복지의 역할이 더욱 강조되고 있다. 교육당국은 취약계층에 대한 교육복지의 필요성을 인식하고 무상교육 확대, 돌봄 및 방과후학교의 확대 등 선별과 보편적 지원을 동시에 추진해왔으나, 교육복지사업의 증가에도 불구하고 여전히 교육복지 개념의 모호성으로 정확한 규모를 파악하지 못하고 있는 실정이다. 이에 본 연구에서는 기존 선행연구를 검토하여 기존에 정리된 교육복지 개념을 살펴보고, 교육복지 관련 법령, 교육복지 정책, 사회복지와의 관계 등을 통해 교육복지 개념을 재정립한다. 둘째, 본 연구에서 정립한 교육복지 개념에 따라, 중앙정부와 시도교육청, 지자체에서 각각 실행하고 있는 교육복지사업을 파악하고, 그 규모를 산출한다. 셋째, 교육복지지출과 사회복지지출(SOCX)의 관계를 살펴보고, 교육복지 중 SOCX에 해당되는 영역을 파악하였다. 본 연구는 교육복지사업을 교육학과 사회복지학의 관점에서 검토하고, 중앙과 지방자치단체, 교육청 자료를 모두 총체적으로 분석한 시범적 연구라는 점에서 큰 의미가 있다.

The role of welfare is further emphasized to prevent learning gap, generated from deterioration of the educational environment and deepening of social and economic inequality since Covid-19. Recognizing the need for education and welfare for the disadvantaged, the education authorities have promoted selective and universal support such as expanding free education and expansion of child care and after-school programs. Despite the increase in educational welfare projects, it is still difficult to figure out the exact expenditure due to the ambiguity of the concept of educational welfare. Therefore, this study aimed to review previous literature to examine the previously established concept of education welfare, and redefine the concept of education welfare through education welfare-related laws, policies, and relationships with social welfare. Second, according to the definition of educational welfare, which is established in this study, the educational welfare projects, which were executed by the central government, education offices, and local governments, were identified and the expenditure was calculated. Lastly, The relationship between educational welfare expenditure and social welfare expenditure(SOCX: Social Expenditure Database) was examined, and SOCX areas in educational welfare were identified. This study has significance in that it is a pilot study that examined educational welfare projects from the perspectives of both education and social welfare, and comprehensively analyzed data from the central government, local governments, and education offices.
