dc.description.abstract	20세기 자본주의 발달의 산물인 복지국가는 21세기 들어서 새로운 도전에 직면하고 있다. 그 도전이란 기후위기, 저성장, 디지털 경제화, 노동시장 변화, 저출산 및 고령화, 1인 가구의 증가 등으로 나타나는 가족 기능의 축소 등이다. 이 보고서에서는 이에 대응하는 복지국가들의 제도 개혁의 사례들을 살펴보았다. 기후위기에 대응하는 미국 주거정책, 외로움과 사회적 고립 문제에 대한 영국의 사회정책, 뉴질랜드의 정책 실험인 웰빙 예산 제도, 돌봄 수요 증가에 대한 영국의 일상회복지원사업 등이 사례 연구이 대상이었다.
dc.description.abstract	Welfare states have been undergoing crises since their stablishment in the early 20th century. Their instability has been in a respect predestined as it is based on several assumptions: stable economic growth, democracy and sustainable environment. Any changes in the assumptions would shake the ground of the welfare states. It is what we are observing in the new century by witnessing low growth rates, climate change, etc. Given this, this report tries to review five cases of system reforms in response to the above-mentioned changes. They are US’s housing policy initiative called CAP (Chapter 2), UK’s policy against loneliness(Chapter 3), Wellbeing Budget in New Zealand (Chapter 5), UK’s Reablement scheme (Chapter 6) and labour policy changes in some countries such as France. By reviewing the challenging and experimental policies, we are trying to find clues to overcome the current changes Korean welfare systems are now facing.
