| dc.description.abstract | 장애인복지사업은 주로 지역사회에 거주하고 있는 장애인에 대한 인적 서비스가 중심이 되어 추진되는 사업으로서 사회서비스가 중심이 되기 때문에, 국가 주도의 사업이라기보다는 지방 사업에 더 적합하다는 인식이 있으며, 이에 따라 장애인복지 사업은 지역의 특성에 맞게 지방자치단체가 스스로 기획하고 사업을 추진할 필요가 있다. 본 평가는 장애인복지에 대하여 지방자치단체가 스스로 장애인복지사업을 추진할 수 있는 역량을 강화하기 위한 목적으로 수행되었다. 2007년도에 실시한 지방자치단체의 장애인복지 분야에 대한 평가의 결과 장애인복지 분야는 전반적으로 2006년에 비해 개선되었으나, 여전히 미흡한 수준에 있다고 요약할 수 있으며, 이러한 평가 결과에 의거하여 장애인복지 예산의 증액, 사업기반의 확충, 그리고 각종 조례의 제정 및 장애인 생산품 우선 구매 확대 등의 정책 제언을 하고 있다. |
