| dc.description.abstract | 의료급여제도 운영에 있어 지방자치단체의 적절한 역할 및 기능이 제도의 성공적 운영을 판단하는 지렛대 역할을 할 것이다. 따라서 지방자치단체가 의료급여 업무를 충실이 잘 이행하고 있는지에 대한 판단이 필요하다. 평가결과 서비스질적개선 분야에서 자격관리 신속처리율은 평균 13.86일이 걸렸고, 홍보실적은 평균적으로 10.31회로 나타났다. 교육실적은 평균적으로 3.17회이었고, 의료급여심의위원회 개최실적은 평균적으로 5.17회 정도 개최한 것으로 조사되었다. 효율적 재정운영 분야에서 수급권자 1인당 평균 내원일수 증감률은 평균 8.34% 증가하였고 수급권자 1인당 평균 진료비 증감률은 내원일수 증감률보다 높은 11.06%로 나타났다. 셋째, 사례관리 대상자 급여 일수 증감률은 평균적으로 13.31%가 감소하였으며 사례관리 대상자 평균진료비 증감률은 평균적으로는 6.98% 감소한 것으로 나타났다. 2007년의 평가는 의료급여 재정의 안정화에 중점을 둔 경향이 있으며, 평가항목 선정, 항목별 평가방법 설정 등에 평가자와 피평가자 간에 협의가 부족했었다. 향후 심도있는 토의를 통해 개선된 평가가 이루어져야 할 것으로 판단된다. |
