| dc.description.abstract | 캡슐, 타블렛 등 기존 건강기능식품 이외에 일반적인 형태를 띤 식품에도 기능성 표시 허용이 국회를 중심으로 추진되고 있다. 하지만, 단순히 건강기능식품의 정의개정만 논의되고 있을 뿐, 후속조치에 대해서는 논의가 다소 부족하다. 본 연구에서는 현행 기능성 표시 관리체계를 살펴본 후, 가장 핵심적인 이슈인 기능성 표시의 허용 정도 및 소관 법률에 대해 여러 대안의 장단점을 분석해 보고자 한다. 일반식품에도 기존 건강기능식품과 동일한 수준으로 영양소기능은 물론 기타기능, 질병발생위험감소기능표시를 허용하는 것이 바람직하다. 소관법률의 경우, 그간 제시된 문제점을 근본적으로 개선하기 위해서는 건강기능식품법, 식품위생법, 축산물가공처리법간의 영역을 전면 재조정하는 것이 바람직하다. 다만, 소관부처가 다른 법률간 조정이 식품안전관리 일원화가 지연되고 있는 상황에서 현실적으로 추진이 어려울 것으로 보인다. |
