| dc.description.abstract | 최근 사회서비스 확충에 대한 정책적 관심이 확대되는 시점에서 사회서비스 부문에서 이루어지고 있는 정책적 변화 동향을 재정측면에 초점을 두고 살펴보는 것은 의미있는 작업이 될 것이다. 사회서비스 재정에 대한 검토는 결국 공공과 민간, 국가-시장-가족, 중앙과 지방정부가 어떻게 사회서비스를 공급할 것인가에 대한 설계작업의 단초가 될 것이기 때문이다. 본 고에서는 이와 관련한 우리나라의 최근 변화로서, 2005년부터 시행된 분권교부세제도 도입을 통한 지방이양, 2007년 올해부터 추진중인 사회서비스 바우처 사업이 시행, 내년 2008년 도입예정인 장기노인요양보험제도 도입과 관련된 동향을 사회서비스 재정방식 변화에 초점을 두고 검토하였으며, 정책과제로서 첫째, 사회서비스 확충을 위해서는 우리 방식의 공급주체의 다변화(welfare mix)와 역할 변화의 필요성, 둘째, 서비스 재정지원 방식의 정비, 셋째, 바우처사업 추진상의 고려사항 등에 대하여 논의하였다. |
