인구구조 고령화에 따른 공사적이전의 변화와 대응방안

Abstract

이 연구는 저출산·고령화 현상과 복지제도의 발전을 동시에 경험하고 있는 한국에서 고령층의 공적이전소득 증가가 사적이전소득을 변화시키는지 실증적으로 살펴보고, 향후 고령인구 증가에 따른 부양부담 증가에 대한 대응방안을 모색하였다. 이 연구는 공․사적이전의 실태와 변화를 분석한 결과, 한국 고령층의 공적이전은 증가하는 반면 사적이전은 감소하고 있어서 공적이전과 사적이전 간에는 대체 관계가 있는 것으로 볼 수 있었다. 또한 공적이전은 자산과도 대체 관계가 있다는 점에서 고령층의 부양체계는 공적이전 정책과 더불어 자산 정책에 대해 대응방안을 모색할 필요가 확인되었다. 이를 토대로 연구진은 소득보장정책의 시사점으로 국민연금의 사각지대 해소와 재정안정성 강화, 준공적연금제도로서 퇴직연금의 노후소득보장 기능 강화, 사적노후소득보장의 활성화를 제시하였다.

As Korea is experiencing the phenomenon of low birthrate and aging at the same time together with development of the welfare system, this study comprehensively examined using various data whether increase of the public transfer income of the elderly causes any changes in the private transfer income. Based on this, the countermeasures were sought against the burden of support increment due to the increase of the elderly population in future. For the purpose of the study, we analyzed the status and changes of public and private transfers by using the National Transfer Account, Household Financial Welfare Survey, and Luxembourg Income Study. We could confirm that there was an alternative relationship between the transfers. Based on the results, the research team would suggest the ways for improvement of old-age income security policies such as public and private pensions.
