| dc.description.abstract | 한국 사회의 인구구조가 급속히 노령화됨에 따라 노령인구의 소득보장과 재정 부담이 사회의 중요한 정책적 과제로 대두되고 있다. 공무원연금 개혁에 관한 논의도 이러한 맥락에서 진행되고 있다. 그러나 개혁을 검토함에 있어 지나치게 파국적 상황을 전제하고 논의할 필요도 없지만, 문제의 중요성을 사전에 인식하고 객관적 분석과 판단에 근거한 진지한 정책적 고려가 필요하다고 하겠다. 이글은 주로 연금수리학적 측면에서 논의되었던 공무원연금 개혁에 관해, 사회구조적 측면에서 제기되는 여섯 가지 정책적 쟁점을 도출하고 있다. 우리나라 공무원연금 제도에는 관료제의 형성과 발전, 급속한 경제성장, 민주화의 역사 속에서 다양한 사회적 합의들이 내포되어 있으며, 공무원연금 개혁은 그것이 구조적 개혁이든 모수적(parametric) 개혁이든 기존의 사회적 합의와 전제들에 대한 수정을 의미한다. 이러한 사회적 합의의 수정과정에서 제기될 수 있는 정책적 쟁점들을 도출하여 추후 진행될 국민적 논의가 특정집단의 이해관계를 넘어 합리적이고 건설적으로 진행될 수 있도록 논의의 방향을 제시하고자 하는 것이 이글의 목적이다. |
