| dc.description.abstract | HACCP은 현재 식품을 가장 안전하게 생산하는 방식으로 인정받아 CODEX 등 국제기구에서 도입 및 적용을 적극 권고하는 식품안전 제도이다. 국제적으로 보면 유럽 여러국은 수산물 가공품의 경우에 HACCP 방식으로 생산된 제품만 수입하고 있고, 또한 모든 제품 및 업장에 HACCP 적용을 의무화하고 있으며 미국, 일본 등도 적용 대상 품목을 확대하고 있다. 우리나라는 1995년 식품위생법 개정으로 HACCP을 도입, 적용하기 위한 법적 근거를 마련하였으며, 2005년에는 HACCP 적용의 사회경제적 효과로 소비자와 업체 편익을 분석·계량화하였으며, 2006년부터는 6개 품목과 일부 업체를 대상으로 HACCP을 의무적용하기에 이르렀다. HACCP 의무적용을 확대하기 위해서는 HACCP 적용에 따라 발생되는 업체의 편익 분석으로 업체의 HACCP 적용의지를 고취시킴과 더불어 제도적인 측면의 개선이 필요하다. 즉, HACCP 의무적용에 따른 행정처벌안 마련, 영세업체의 HACCP 도입 방안 마련, 정부의 재정적 지원 강화, HACCP 의무적용 확대를 위한 관련 교육 및 홍보 강화 방안이다. |
