| dc.description.abstract | 금연사업 정책수립에서 NGO의 역할에 대해 설명하기 위해 첫째, NGO의 시작과 특성에 대해 설명하고, 둘째 공중보건 분야에서의 NGO 활동의 발전과 그 배경, 셋째 만성 퇴행성 질환의 관리와 건강증진 사업을 위해서는 NGO의 역할이 점점 더 확대되어야 한다는 것을 강조하였다. FCTC의 제정과정에 NGO인 FCA의 역할을 모범적인 사례로 소개하였다. 다음으로 공중보건 사업에서의 정부와 NGO 역할의 특징을 설명하고, 정부와 NGO와는 상하관계가 아닌 상호 협력자로서, 파트너로서의 관계를 유지하는 것이 가장 바람직하다는 것을 지적하였다. 이를 위해서는 긴밀한 대화와 정보의 교환이 중요하다는 것을 지적하였다. 마지막으로 NGO는 현장경험이 풍부하고, 사명감을 가진 전문가가 많다는 사실을 들어 정부의 정책 수립이나 우선순위의 결정에 도움을 줄 수 있는 부분이 많다는 사실을 설명하고 현재 NGO가 생각하는 정책의 우선순위에 대해 기술하였다. |
