dc.description.abstract	3D 업종에 대한 내국인 노동자 기피 현상, 고령화로 인한 생산가능인구 감소 등으로 인해 이주노동자에 대한 수요는 갈수록 증가하고 있지만 이들의 건강과 안전에 대한 사회적 보호 장치는 매우 취약하다. 많은 이주노동자들은 내국인 노동자에 비해 더욱 위험하고 취약한 환경에서 일하고 있으며, 최근 우리 사회에 만 연해 있는 위험의 외주화 현상은 ‘위험의 이주화’로 연결되는 구조를 보인다. 실제로 ‘2020년 산업재해 발 생 현황 자료’와 ‘이민자 체류 실태 및 고용조사’, ‘경제활동인구조사’ 자료를 이용해 이주노동자와 우리나라 전체 노동자의 재해율을 비교한 결과, 이주노동자의 업무상 사고 발생 및 사망률은 우리나라 전체 노동자보 다 높게 나타났다. 또한 우리나라 전체 사망 재해 중 이주노동자의 사망재해가 차지하는 비율은 우리나라 전 체 취업자 중 이주노동자가 차지하는 비율에 비해 훨씬 높은 것으로 나타났다. 이주노동자의 산업안전보건 쟁점을 중심으로 살펴본 현황과 제도적 문제점은 이들의 건강하고 안전하게 일할 권리를 보장하기 위한 더 욱 적극적인 제도 개선의 필요성을 제기한다.
dc.description.abstract	Many migrant workers work in a more dangerous and vulnerable environment than domestic workers, and the recent outsourcing of risks prevalent in our society has led to the "migration of risks." The fact that occupational accidents and deaths among migrant workers are much higher than those among Korean workers and that the proportion of migrant workers in the total number of fatal accidents continues to increase attests to this reality. The current status of occupational safety and health issues of migrant workers point to the need for more active policy steps to ensure institutional improvements for their health and safety.
