아동·청소년 보호서비스의 연속성과 통합성 강화 방안과 과제

Abstract

정부는 2019년 포용국가 아동정책, 2020년 포용국가 청소년정책을 발표하고 아동·청소년 보호의 국가 책임성을 분명히 하였으며, 아동·청소년 사회적 보호체계의 공공화를 본격적으로 추진하고 있다. 지금까지 아동·청소년 보호서비스의 불연속성에 대한 문제는 지속적으로 제기되어 왔으며, 그 핵심적인 문제는 공급자 중심의 아동보호체계와 청소년보호체계의 분절성에서 찾을 수 있다. 아동과 청소년의 보호체계 간 연계부재와 고질화된 사각지대 위에서 아동·청소년이 경험하는 보호서비스의 불연속성과 체계 간 아동·청소년서비스의 차별성은 더욱 커지고 있다.이 글은 이러한 문제점을 구체적으로 검토하고 아동·청소년보호체계의 통합성을 강화하려면 “아동·청소년을 중심으로” 보호서비스의 연속성 강화가 그 기본원칙이 되어야 함을 분명히 하고 있다. 이러한 원칙을 기초로 아동·청소년 보호서비스의 표준화된 기본선을 수립하고 지역을 중심으로 통합적 아동·청소년보호체계 구축을 위한 중장기 계획을 수립하고 추진해 나가야 할 필요성을 제안하고 있다.

The government announced the Inclusive-State Child Policy in 2019 and the Inclusive-State Youth Policy in 2020, and has been working in earnest to build a public system of child and youth protection services. The problem of discontinuity has often been pointed out with regard to protection services for children and adolescents. This is an issue that has most to do with the segmentation of the provider-centered child protection system and the youth protection system. The lack of linkage between these systems has led to children and adolescents experiencing discontinuity in protection services and disparities in access to protection services. This article examines these problems in detail and makes it clear that strengthening the continuity of protection services “centered on children and adolescents” should be the basic principle, in order to strengthen the integrity of the protection system for children and adolescents. Based on this principle, this article suggests the to establish a standardized “basic line " of protection services for children and adolescents, and establish a mid-to long-term plan for an community-centered integrated child and youth protection system.
