아동·청소년보호체계의 자립 지원 격차와 정책 과제

Abstract

보호가 필요한 아동·청소년에 대한 우리나라의 지원 체계는 보건복지부와 여성가족부 산하로 분리되어 운영되고 있어 보호서비스의 내용과 질이 상이하며, 그로 인한 서비스의 분절, 공백, 격차의 문제가 끊임없이 제기되어 왔다. 한편, 보호의 마지막 단계라고 할 수 있는 자립 지원과 관련해서도 체계 간 격차 문제가 제기되어 왔으나, 이를 뒷받침할 실증적 자료는 없었으며, 특히 퇴소 또는 보호 종료 전 자립 준비에 대해서는 사회적 관심이 부족하였다. 따라서 본고에서는 아동·청소년보호체계의 자립 준비 실태와 자립 준비 경험, 자립 관련 서비스 욕구를 비교·분석하여 자립 지원의 체계 간 격차를 확인하고, 격차 해소를 위한 정책 방안을 마련하고자 하였다. 그 결과, 청소년보호체계의 아동·청소년 자립 준비 지원과 서비스에 격차가 있고 자립 준비도 수준도 아동보호체계의 자립 준비 대상 아동·청소년에 비해 낮은 것이 확인되었다. 이를 해소하기 위해 권리로서의 자립 지원 보장을 위한 법적 체계 마련과 통합적 보호·자립 지원 서비스 전달체계 구축 방안을 제시하였다.

The support system for children and adolescents in need of protection in Korea is operated separately under the Ministry of Health and Welfare and the Ministry of Gender Equality and Family. Therefore the content and quality of protection services are different, and the issue of segmentation and gaps in services constantly has been raised. Meanwhile, with regard to independent-living services as the last-stage child and youth protection, the issue of inter-ministerial gaps has been raised, but there has been little empirical data to support this. Above all, there has not been sufficient social attention given to how youth under the Ministry of Gender Equality and Family should be prepared for independent living. This paper compares and analyzes services and policies designed to support transition-age adolescents in the Child and Youth Protection Systems; examines the characteristics and readiness for independent living of protected children and youth. Based on its findings, this paper provides policy recommendations for reducing gaps in independent living services.
